Glass repair means changing the glass and keeping the frame. If the frame is sound, square and the hardware still works, there is often no reason to replace the whole window, and the cost difference is large.
Like for like, or an upgrade while the frame is open. If you are changing the glass anyway, going to laminated or adding a low-E coating costs less than doing it as a separate job later. On an older frame we will tell you honestly whether the frame is worth putting new glass into.
Pane size and glass type, and that is about it. A standard clear pane in a sound frame is the cheapest job on this site. Laminated and low-E cost more. The thing that changes the answer is if the frame turns out to be the real problem, which we would rather find before ordering glass than after.
Glass only repair in an existing frame does not normally need a permit, because you are not changing the opening or the assembly. If we find the frame needs replacing, that becomes a permitted job and we tell you before anything is ordered.

The two things we see most are impact damage, where something has hit the pane, and seal failure, where a double pane unit has fogged because the gas between the panes has escaped. The first is obvious. The second creeps up over a couple of years and cannot be cleaned off, because the haze is sealed on the inside where you cannot reach it.
Caught early it is a small job with a big payoff. A fogged pane is not just ugly, it has stopped insulating, so it is quietly adding to the power bill. Swapping the glass while the frame is open is also the cheapest moment to move up to laminated or a low-E coating if you want it.
